WASHINGTON May 5 Procter & Gamble (PG.N) did not adequately address contamination and other manufacturing issues at a plant in Puerto Rico that produces over-the-counter drugs and Olay cosmetics, U.S. regulators stated in a letter launched on Tuesday.
